THE MANAGEMENT OF THE PAYMENT SYSTEM

Summary/Abstract: By this initiative, I suggest an approach to the most significant aspects regarding the national unitary payment system in the public sector, the management of personnel payment in the Ministry of Defence, as well as the activity of monitoring and controlling the enforcement of the legal provisions concerning salary/military salary establishment, payment, and statement. We consider that each of the three components of the payment system administration – management, monitoring, control – must start from the requirements of the current status of the national unitary salary system in the public sector, relying on the theory of personnel unitary payment management as well as on the experience in remuneration of the Romanian Armed Forces, as well as the armed forces of the NATO and EU member states. Based on our professional experience, we consider that the good practice in salary management, control and monitoring allows the military financial and accounting system to effectively contribute to the development of the military organisation’s competences.
