LEGISLATIVE FRAMEWORK AND PAYMENT FORMS IN ROMANIA

Summary/Abstract: The topic of personnel payment is a constantly topical and very complex one. The legislative framework of personnel payment covers over 65% of the employed population. Payment forms are a permanent concern for economists. Starting from the theory and practice in this field, I support the experts’opinion that payment management has developed in parallel with the evolution of the legislative framework. The addition of new ideas to the existing payment forms by regulating the payment forms at the national, branch and activity field levels, the hierarchy grids in keeping with the background, work experience and importance of positions, as well as with the specific conditions of a particular field have led to new dimensions in payment management. The legislative framework and the payment forms in Romania must observe some basic principles such as: non-discrimination, stability of the juridical rapports, non-retroactivity of a new law, the predictability of juridical norms etc.
