Financial independence of the communes during economic slowdown

Summary/Abstract: Financial independence of communes depends first of all on legal and economic factors. The level of financial independence of Polish communes, measured by the share of their own incomes in total incomes, was connected with the economic situation in the country. Subcarpathian communes were characterized by lower financial independence than other Polish communes. Investment expenditures of municipalities during the considered period did not show any sensitivity to the economic conditions.
