Summary/Abstract: Since Poland was granted the right to use European Union non-repayable aid, it has become the main source of financing the development investment of local selfgovernment entities. Although self-governments have received PLN 67 billion for investment from this source, they are still interested in raising money for their development. Yet, their financial standing has changed not only as a result of the economic downturn, but also due to new regulations. The amount of European funds negotiated for Poland for the years 2014-2020, i.e. almost EUR 73 billion, once again raise self-governments’ hopes for the improvement of their conditions. However, more and more often governors of self-governments are asking themselves a question if they will be able to afford to apply for this aid.
