Summary/Abstract: Changes in the provisions imposing additional duties on self-government entities as well as the worsening economic situation both in the world and in Poland bring a new meaning to the issue of self-government entities’ absorption capacity. The article is an attempt to evaluate the capacity of self-government entities to absorb EU subsidies taking account of the fact that the possibilities of acquiring aid funds largely depend on the financial standing of the entities. The research has been carried out in communes of Podlaskie Voivodeship. The article is also an attempt to evaluate the influence of the changes in the statutory rules related to calculating budget deficit on the absorption capacity of these entities.
