Summary/Abstract: As the first part of an extensive research project related to the civil branch of nuclear power and the nuclear security at the beginning of 21st Century, this paper is dedicated to Chernobyl nuclear disaster. Our approach is one of lessons about the past from the crisis management point of view, focusing on political behaviow and the management model followed in response if such events were to occure again. In this regard, our work-paper is shortly exposing a large-scale, general model for industrial disasters, based on Chernobyl experience and designed by David Marples who is closely analyzing Chernobyl case and its implications. Some documents from the Soviet Archives, recently revealed,to the public about the construction of nuclear power plant. This issue caught our attention as much as it involved KGB and these documents provide explanatory and understanding patterns in the way to act that was practiced by the Soviet regime.
