Summary/Abstract: Polish economy is still not much innovative as compared to other European countries. Innovation processes are local and regional in nature. Thus, local and regional conditions are an important factor in the creation and diffusion of innovation. At the regional level, authorities have the widest powers and opportunities to foster innovation. However, local factors often exaggerate the ability of the area to the creation and spread of new ideas. There are examples of local governments that are aware of this and shape innovation-friendly conditions. This paper presents these problems from a theoretical point of view as well as it shows the examples of activities in practice.
