Summary/Abstract: In the case of breaches of traffic and consumption of illicit drugs, exclusive competence for research and for carrying out a criminal prosecutors belongs to specialize in the direction of the investigation of criminal offenses by Organized Crime and Terrorism (DIICOT) , who have carried out criminal acts of research in the case of these offenses by the officers and agents of police specifically designated for this purpose by the Minister of Administration and Internal Affairs, with favorable opinion of the general prosecutor's office of the Prosecutor's Office in addition to High Court of Cassation and Justice. Competence to judge in the first instance such offenses returns to court of first instance.
