Information capacity of line-item and performance based budgets of local government in Poland in the range of education funding

Summary/Abstract: The purpose of this paper is to compare line-item and performance based budgets of local government, and then to evaluate their information capacity in the range of education funding. Educational tasks were chosen due to their mandatory character and a high proportion of this expenditure in the local budgets.
