Summary/Abstract: The exercise of the legislative initiative of the government is a form of political leadership which is typical for parliamentary system. In comparative constitutional context the legislative initiatives relating to the most essential financial issues are usually included in the competence of the government in the context of the imperative for effectiveness of the governmental financial policy. The right to amendments increases the role of parliament in the legislative process if it is frequently exercised. Nevertheless there are European countries where this right is restricted in the sphere of budget matters. Some Constitutions guarantee the so called “automatic priority” of the governmental legislative initiatives in the parliamentary agenda. This modern idea of the rationalized parliamentarism should also be accepted in the Bulgarian legislative process together with certain mechanisms that guaranteeing parliamentary legislative initiatives coming from the opposition. It would be a good idea if the promulgation term under the Bulgarian Constitution is increased. There is also a suggestion that this term should start from the moment at which the president receives the act of parliament but not from the moment at which the act is adopted by the parliament.
