Climate Change Policies - Local Challenges and Global Counteraction

Summary/Abstract: The purpose of this publication is to outline the climate change policies’ framework at various levels of government, to assess the approaches that have emerged in the practice, their abilities to solve the problems and their potential consequences. The basic dimensions of climate change and possible action are considered – the adaptation and mitigation of greenhouse gas emissions. The requirements of the Kyoto Protocol and the EU's commitments in this process are traced out. Special attention is paid to International emission trading and to EU ETS. The main challenges on different levels of government - global, regional, national and local are defined.
