Summary/Abstract: The purpose of the article is to present and to evaluate the rules which are a base for the general government sector entities of free funds transfer to the Minister of Finance in the deposit or management. These measures are used to manage the state budget liquidity. Unfortunately, this solution seems to delay the starting point of public finance reforms. At the same time, these rules pose a threat of the implementation of tasks facing the general government sector entities.
