Does Poland need Fiscal Compact?

Summary/Abstract: One of the crucial problems of modern states is a sustained budget deficit and a corresponding increase in public debt. The way to minimize this phenomenon are fiscal rules. They are institutional arrangements that limit the freedom of a government fiscal policy. One of conditions for the effectiveness of these rules is their credibility. In Poland, it is regularly undermined by changes in legislative solutions. Very important in this context are EU fiscal rules, which are enhanced by Fiscal Compact.
