Summary/Abstract: Challenged by the new complexity of the phenomenon of war, some theoretical approaches, considered to be mono-causal, have been outmode. The end of the Cold War has been characterized by a wave of violent civil wars that have produced unprecedented humanitarian catastrophe and suffering. International military forces have intervened in several recent conflicts to protect civilians caught up in human rights crises. In others, they have failed to do so. Does military force help? When is it appropriate? The paper explores the difference that multilateral authority, as opposed to unilateral national decision, should make in justifying armed intervention.
