Determinants of rational management in local government units on the example of social care

Summary/Abstract: The article is aimed at identifying new solutions for measuring the effectiveness of spending by local government units. Limited budgets for the wider social care should be spent in the most efficient way. The author proposes the implementation of performance budgeting procedure, which is not mandatory in local government units. The rules for constructing such a procedure are helpful in planning new look at social policy. The planning process is the same at every level and should include: diagnosis of the problem, an action plan with a timetable, a plan of financial resources for their implementation and monitoring system for the implementation of this plan.
