Selected aspects of measurementof public-private partnership projects efficiency

Summary/Abstract: The following article is aimed to present relevant factors which are crucial in the process of measurement of public–private partnership efficiency. The PPP involves a collaboration between public and private entities in which a private unit provides a public sector partner with services which are as a rule served by public entities. Additionally the whole financial, technical and operational risk burdens the private entity. The implementation of the performance-based budgeting is one of the elements of assessment of the process of objectives and activities achievement. The significant part of this procedure is the efficiency measurement of the degree of completing tasks, for which the performance measures are selected. However, this method of measurement should take into account the risks and threats of the public and private entities cooperation.
