Summary/Abstract: This paper starts with a brief presentation of the concept of health by underpinning its positive and multidimensional character, and of the determinants of health and Population health. Each country has the main responsibility for health policy and provision of healthcare to the state’s citizens. As part of the European Union, Romania has also to harmonize the legislation with European Union requirements. EU has responsibilities in cooperative actions, proposing a common Health Strategy in the Member States and Programme Objectives, according to the Fundamental Principles for EC Action. Aiming to provide comparable data on health in the 27 Member States and Third Countries, the ECHI - set of indicators were established in the framework of the Community Public Health Programme 2003-2008. About Romania, we present some data concerning the major health care reforms and policy measures from 1990 to 2007, the Strategic Plan of the Ministry of Public Health 2008 – 2010 and the health status.
