Summary/Abstract: After the end of the Cold War, the East European countries committed themselves to building democratic institutions of civilian control over their militaries. That issue loomed high on the reform agenda because of the fear that the oversized armies, perceived as pillars of the former Socialist state, would size the power and institute dictatorships. The “founding father” of civil-military relations theory (CMR) himself, Samuel P. Huntington, presented his vision of CMR in the new era, taking into consideration the global factors, at a conference called “Civil-Military Relations and the Consolidation of Democracy” that took place in 1995.
