Summary/Abstract: The complexity and difficulty of the methods and techniques concerning the establishment of public funds are the result of two important causes: first of all, from great proportions of the „transfer of the purchasing power” from physical and legal persons to the public sector, and secondly, of the fact, that the used instruments used for the constitution of financial public resources are used by the state as specific redistribution leverages of financial public resources between different social groups.
