Introduction of reform acts into the practical life and reality, moreover the following changes, should not in the least destabilize insured citizens, providers of health care and the health care insurance agencies. Philosophy, principles and rules of health care system reform should be long term stabile and collective. It concerns the systemic changes in the branch of the Slovak health care. Reform puzzle, as the former Ministry of Health Care has called the group of fitting into each other health care acts, should have come into effect at once.
