Summary/Abstract: The paper presents general characteristics of legal and institutional determinants regarding the EU’s external relations. It discusses Common Foreign and Security Policy as well as the European Neighbourhood Policy. The basic components of the reform of the Common Foreign and Security Policy are also considered. These include the appointment of the High Representative of the Union and the establishment of the European External Action Service as subordinate to the High Representative. The structure and legal basis for the “EU external actions” are characterised and cover, among other things: the Common Commercial Policy (CCP), cooperation for development, economic, financial and technical cooperation with third countries, humanitarian aid, means restricting the signing of international agreements by the EU as well as EU relations with international organisations, third countries and EU Delegations.
