Significance of EU funds for communes – budget aspects and authorities’ opinions

Summary/Abstract: The paper presents findings of qualitative and quantitative research which aim was to define the significance of EU funds for communes, based on the analysis of selected budget aspects for 2006-2009. The findings indicate that in 50% of the surveyed communes the absorbed EU funds made a small share of their total budget income and in own income, however, slightly higher when analysed as a share in the investment expenses of commune budgets. On the other hand, 94% of respondents stated that EU funds were of considerable practical significance. According to their responses, among all the projects realised in 2006- -2009 and co-financed by EU, only 5% of investments would have been realised without EU co-funding, 29% would have been postponed, 27% would have been realised only partly and 39% would not have been realised at all.
