Implications of applying different criteria of delimitation of rural areas for realisation of Common Agricultural Policy in Poland after 2013

Summary/Abstract: Defining and delimitating rural and urban areas is a necessary starting point for effective allocation of UE funds within policies and programmes addressed to certain types of areas. In case of Common Agricultural Policy these are rural areas, supported mainly by Rural Development Programmes (RDP) and financed by European Agricultural Fund for Rural Development. To be allocated in economically and socially effective way this fund needs to be addressed to well selected rural areas. European Commission suggested that OECD definition should be the main tool for identifying rural areas covered by RDPs, however, taking into consideration significant differentiation of social and economic conditions in Member States, the Commission also allowed the use of other definitions of rural areas. The paper discusses statistical consequences of using definitions of rural areas elaborated by OECD, Polish RDP 2006–2013 and the Central Statistical Office of Po-land on three different levels of administrative division in Poland, i.e. for the whole country, for regions NUTS 2 and for LAU 2. It also compares Polish definitions to definitions of rural areas used in RDPs in selected Member States.
