Municipal investments as a category of public goods and the ability of municipalities to undertake them

Summary/Abstract: The possibility of undertaking the municipal investment depends on legal, economic and organizational factors. Municipalities operating in the same legal environment can achieve different effects of their investment activity, which in terms of structure and dynamics of the investment is spatially heterogeneous. An important differentiating factor in this regard is the financial and organizational one. The ability to undertake municipal investment includes these two aspects comprehensively, examines the impact of individual determinants and identifies opportunities and conditions for the implementation of communal investments by municipalities.
