Models mapping strategic behavior of municipalities in the changeable surrounding

Summary/Abstract: The article attempts to model the behavior of municipalities in the changeable surrounding. The basis for differentiation of the strategic behavior of the municipalities were endogenous and exogenous factors affecting the decisions of self – government entities, influencing on the nature of risk of their policy of revenue and expenditure, and thus affected on the final results and their development. Depending on the level of municipal development, local capacity and the level of activity three models of strategic behavior were distinguished. Having taken into account upon mentioned criteria the models have been arranged as: a conservative model, model of exploration of opportunities in the surrounding and model of creating of development.
