Summary/Abstract: A paradigm (sanctioned by the UN conventions) of perception of the drug problem primarily as a matter of criminal justice policy, is increasingly called into question. This article presents examples of countries which desist from imposing criminal sanctions for possession of marihuana or even tend towards its legalization.
