Parliamentary oversight of the secret services: review of institutional solutions in selected countries.

Summary/Abstract: The parliamentary oversight of the secret services, due to their specific nature, is based on legal rules determining what and how to oversee and/or on a consensus among the relevant political forces, establishing the scope and methods of the oversight. Which one of these two dimensions prevails depends on the political system, historical tradition and current circumstances of a given state. This article deals with the situation in five countries: France, Germany, United Kingdom, Romania and the United States.
