Summary/Abstract: Modernization of the European social model is nowadays one of the most important fields of the debate both on national and community levels. On one hand, social systems are the part of traditional national country, on the other social expenditures are the great burden for their budget. It results in bad economic outcome and makes the achievement of the European Union objectives difficult. There is also a lot of questions about the effectiveness of the rules, which have been accepted in the past decades.
