Summary/Abstract: Integrated territorial approach will be the basis of European cohesion policy for the period 2014-2020. The territorial dimension of development policy has become a platform for coordination of the objectives and sectoral activities. It means that in order to preserve the coherence of objectives and development activities, development strategies should take into account the territorial dimension. The purpose of this article is to determine the importance of a new approach in defining development objectives in the EU and to present it as an example of integration and intervention areas in the Lower Silesian Voivodeship. The analysis of the new approach used in regional policy indicates that it will require a change in the local government cooperation which will exceed the traditional boundaries of formal administrative divisions. New functional areas will be linked not to administrative but to economic, social and natural boundaries of regions. The result of such an approach would be a better use of endogenous factors of local development.
