Remarks on Winter's Rule

Summary/Abstract: The author presents a few observations concerning Winter’s Rule, among which the most important are the following: (1) the author knows of no language in which a phonetic change similar to that ascribed to Balto-Slavic by Winter would have occurred; and (2) certain exceptions to Winter’s Rule could be explained by what the author calls irregular phonetic development due to frequency.
