Summary/Abstract: Welfare regimes differ based on the priority given to the role of the state, market, and family respectively in protecting against social risks. Liberal regimes are characterized by preference for market solutions to social problems and the use of selective benefits, directed to those considered most in need. Theoretically, selectivity is more efficient than universality: less money is spent to better effect. In reality, the selective approach to social policy diminishes rather than enhances the status of the most vulnerable groups of society. Passive social policy, large gaps in social protection and the welfare stigma are mainly responsible for low effectiveness of liberal welfare state in the alleviation of poverty among those groups.
