A Way to Define Semi-Presidental Regime

Summary/Abstract: This paper deals with the topic of semi-presidentialism and its eventual usefulness when analyzing Czech politics. It evaluates the most frequent definitions of semi-presidentialism from both a methodological and a theoretical point of view. As I argue, strong presidential powers and the supremacy of executive power over legislative power are the two essential attributes of semi-presidentialism. Accordingly, the way the president is elected is not a relevant characteristic of a semi-presidential regime. Hence, the Czech Republic is not a semi-presidential regime despite the fact that the Czech President is newly elected in general direct elections. This change does not constitute a reason to rename the Czech parliamentarism to semi-presidentialism as the powers of the President have remained the same.
