Summary/Abstract: After the Second World War the world order and the European population as part of it enters again in a period considered as the most dramatic and violent ever in the history of mankind. That period was called the Cold War (1947–1991) whose actors, the world superpowers USA and USSR with their allies marked the block division (the Warsaw Pact and NATO) in Europe. With military-technological development and the emergence of weapons of mass destruction there were no more boundaries of warfare and suffering from military actions. So, the civilian population in any part of Europe was endangered. Therefore it was necessary to form and develop the protection and rescue people from the various dangers that could be caused by the consequences of the used weapons of mass destruction. Despite the division of the European countries or their belonging to one of the two blocks and those which were neutral the confrontational and tense period contributed to a more serious and more effective approach to protecting and saving the population in all of them. In this paper will be described the way some European countries independently of their block belonging and the neutral ones developed civilian protection in that period that at the same time represented a test for the ability of civilization survival.
