e role of the expert in real estate in the management of communal property resources

Summary/Abstract: As a result of the Treasury property issuance, Polish communes have been equipped with significant property. Decisions connected with public property trading have long-lasting and irreversible character. It was necessary to introduce rational rules of managing the communal property resources. Legal regulations concerning rational management of property belonging to the Treasury as well as that of local government units, attribute particular role to experts in real estate. In accordance with legal regulations of the Act on Real Estate Management, if necessary to assess the market value of the property it is the task for an expert in real estate. They are also consulting bodies for communal authorities that express their opinion at a stage of drawing up site development plan by forecasting financial effects of its adopting.
