Financial burden of municipalities with the costs of roads development

Summary/Abstract: The construction and maintenance of municipal roads is the responsibility of the municipality. The construction of roads is done primarily on the basis of the local spatial development plan and in case when there is no plan based on the decision about the location of public development. Designing new development areas in local spatial development plans is typically associated with the need to ensure the availability of communication. The construction and maintenance of roads involves high costs charging the municipal budget. Income from the realization of provisions of the local plan which could cover these liabilities is usually disproportionately low. This paper presents issues related to the tasks of the municipality in relation to municipal roads and the financial effects of planning new transport connections of municipal importance in local plans.
