Electoral contract or articulation of interest? Dilemmas of forming of economic policy on the local level

Summary/Abstract: The article presents two opposing models of forming of economic policy on the local level. The pluralist model exposes the integration of organized interests with the regional and local public administration. Electoral contract is the expression of acceptance of local community for the autonomous moves of administration. The author argues, referring to the economic analysis of political process, that the articulation of interests, which result is the reorientation of economic policy instrumentarium, generates social costs as the consequences of breaking down electoral contract
