Summary/Abstract: The climate change is one of the most important problem of human development. The climate change is caused by CO2 emissions, which is formed as a result of human activities. In the late 1980s the fi rst step to establishment of international regulations on climate was made. As a result, in 1992 the United Nations Framework Convention on Climate Change was adopted, some years later the Kyoto Protocol. All these documents created International Regime of Climate Protection. Member states’ activities now focus on negotiations within the framework established by the UNFCCC to enter common international regulations in this area. COP 19 is one of the stages of those negotiations, which are supposed to complete the establishment of the international regime to 2020. Negotiations show changing dynamism which depends on the level of threats presented by the climate change effects.
