The European Union and the People’s Republic of China in International Climate Protection Policy

Summary/Abstract: The article discusses the policy of the European Union and the People’s Republic of China on climate protection. The author presents conditioning of the European Union policy, including the threats resulting from the climate change, economic interests, and pressures of the civil society refl ected in activities of the non-governmental organizations and other forms of social expressions. Furthermore, he touches on the European Union’s efforts in this fi eld, which led to its recognition as the world leader working in favour of climate protection. Next, the author focuses on the policy of the People’s Republic of China on climate protection and points out the fact that taking into consideration the present stage of building the international climate protection regime, this country pays attention mainly to economic interest, and does not attach importance to the impact of climate changes to security. It has been indicated that the skilful policy carried out by the European Union and the changes in the world geography of emissions lead to weakening the position of the People’s Republic of China as the representative of the South states. In conclusion, the author claims that a perspective of new regulations and implementing the global climate protection regime based on establishing the emission level is very diffi cult for execution, and one should not expect the breakthrough at the Conference of the Parties (COP) 19, which will be held in Warsaw.
