Summary/Abstract: One of the problems that humankind must solve is the accomplishment of a civil society capable to administer law in a fair and balanced way. Another problem is limiting the freedom of the individual in order to allow the freedom of his fellow men; to respect and protect fundamental human rights and freedoms as a holy religion, but also to ensure the development of humanity by promoting the general interest.
