Assessment of creditworthiness of local governments in Poland.

Summary/Abstract: The aim of this article is to provide an overview of the creditworthiness of local governments in Poland. The author defines creditworthiness and examines its determinants, legal regulations, and assessment methodologies used by banks and credit rating agencies. The importance of this issue has recently been highlighted by the increase in debt by Polish local authorities. The author introduces his own multidimensional method of assessing the creditworthiness of local governments. He argues that this methodology can deliver the results similar to the ratings granted by the credit rating agencies. In the final section, the author presents results of the creditworthiness assessment of Polish local governments obtained with the use of this new method.
