Local government debt in Poland.

Summary/Abstract: This research paper investigates the issue of local government debt management in Poland in the wider context of legal regulations, debt limits, debt servicing and repayment. It first discusses tendencies in the volume and structure of local government debt. Next, the authors present the individual local government debt indicator and the conditions for its implementation. They also reflect upon potential criticisms it might face. In the second part, the authors present results of the survey conducted in March 2011 by the Bureau of Research (BAS), based on a representative sample of Polish provinces and cities with county rights.
