Performance-based budget in Polish city counties: an empirical study.

Summary/Abstract: The authors present the results of the research conducted in 2012 by the Bureau of Research among Polish city counties (city with powiat rights) on performance-based budgeting. The aim of the research was to identify opportunities and challenges for performance-based budgeting on this level of local government. The authors present the survey results (special attention is given to performance-based budgeting implementation procedures, its advantages and disadvantages) and produce recommendations on implementing new budgeting system.
