Summary/Abstract: Due to the inability in creating of financial recourses and to the ineffectiveness of governance the states started to isolate themselves from public life in the era of neo-liberal politics after 1980. The aim of this change is to create smaller and more effective states. The governments transfer the public services to the private sectors by using different tools. The most popular device for this purpose is Public-Private Partnership (PPP). The aim of this study is to analyse the structure of PPP in general and to that of Turkey in particular. As a result of this study it will be proposed how Turkey can pave the way to establish a functioning framework for her PPP.
