The redistribution of income – previous legacies in the Moldovan social context

Summary/Abstract: Moldovan policy makers will have to create a long-term mandatory social insurance model, combining principles of vertical and horizontal solidarity. To achieve this, the state will not only have to work with limited financial resources for the welfare system, but it will also have to pay previous debts and overcome the inertia of its citizens, who were raised to believe that a benefit is a right resulting out of a certain life circumstance. Although such attitudes persist, economic realities are shaping new perspectives.
