Summary/Abstract: The phenomenon of poverty has become more and more pronounced in the Republic of Moldova, exceeding that in central and eastern European and CIS countries. From the point of view of macroeconomics, poverty in Moldova is a phenomenon associated with an extremely under-developed and imbalanced labour market. Managing this market and alleviating the problems which have appeared in the transition period, with the goal of preserving human capital, is one of the main social tasks of the government. Programmes to encourage investment, restructuring and private initiative in various fields of industry and infrastructure are necessary, as well as a replacement of emphasis as regards the property reform process – from the short-term goals of raising sufficient cash for the budget to the long-term ones of creating a financially viable economy and an adequate labour market, with a sufficient number of jobs and a broad range of occupations.
