Summary/Abstract: The thesis analyses the literature resources where theoretical preconditions for bilingualism and development of bilingual children’s linguistic competence are surveyed, theoretical achievements of modern linguistics and methodological experience of language teaching are highlighted and sociocultural underpinnings of bilingual children’s state language education and development are discussed. The object of the thesis research: development of pre-primary bilingual children’s Lithuanian language skills; the problem of the research: pedagogical conditions for organising and prompting linguistic activity applying communicative language teaching method. The aim of the thesis: to create a system of early education of the second (state) Lithuanian language skills and to base it theoretically and empirically as well as to reveal optimal conditions for the application of the system. The hypothesis of the research: the Lithuanian language development process of bilingual children is efficient, provided: it meets the model of communicative language teaching; the organised linguistic interaction is based on a special purposive educational activity; ability to orient in a linguistic situation is developed; abilities of linguistic self-expression are promoted. The conducted pedagogical experiment confirmed the hypothesis regarding conditions necessary to ensure efficiency of bilingual children’s Lithuanian language development. Its results testify that principle of conscious communication, which underlies the model of communicative language teaching, is the key linguadidactic statement that allows for excellent mastery of the state language under conditions of interference.
