Summary/Abstract: This paper is an attempt to analyze the meaning of Pierre Werner Report of 1970 for the concept of economic and monetary union, and above all the use of its objectives in today’s plans of the European Union to recover from the eurozone economic crisis. The author attempts to answer the question whether statements included in the Werner Report about the need to establish the decision-making center for economic policy in the name and interest of the entire Community and political union have been deliberately omitted in developing the European economic and monetary union; moreover he investigates if they have not become a main cause of problems for individual states and the entire eurozone with regard to its present crisis. The article is divided into three parts. The fi rst one presents the specifi city of the Werner Report, the second ‒ meaning of the document in modern times, and the third ‒ its visionary qualities.
