Summary/Abstract: Taking into account the distinction between democratic deficit and the information deficit and the dilemma of existence or non-existence of an European public sphere, our study analyses the conclusions that followed the European debates regarding the advantages of an integrated and permanently approach in institutional communication. Its aim is to demonstrate the fundamental role of institutional communication within the actions for determining the success of European reforms and the sequel of the political integration process. We emphasized the fact that the information lack and the communication deficiencies (essential causes for the European citizens lack of commitment) impose the rise of the efficiency efforts towards the European institutions communication strategy, which involves, nowadays, the New Media.
