Local government debt in Poland: a survey.

Summary/Abstract: This paper addresses some current issues related to local government debt management in Poland. Using a representative sample of 15 provinces and 54 cities with county rights, the study examines the municipal debt levels under the 2009 government regulations. After presenting the results of the survey the authors briefly analyze the validity and effectiveness of the local debt limits, contributing to the recent discussion regarding central regulation of local government borrowing in Poland. The survey was conducted by the Bureau of Research (BAS) in March 2011.
