Summary/Abstract: Processes of change in the paradigm of public administration is accompanied by conversion of the relationship between local administrations and the society. Expression of these changes is to creation a new type of culture administration. Diagnosis processes, cus¬tomer orientation in local government was the objective of the survey. As a matter of such specific tests selected 26 rural districts of Lower Silesia. The results allow for the positioning of units and their comparison to the best, which contributes to a better and more complete as¬sessment of their functioning. Large variations of the results shows that the modernization process of the self-government functioning and its customer orientation is very mixed.
